ABSTRACT In four studies, student and nonstudent participants evaluated the possible outcomes of binary decisions involving health, safety, and environmental risks (e.g., whether to issue a dam-failure evacuation order). Many participants indicated that false positives (e.g., evacuation, but no dam failure) were better than true negatives (e.g., no evacuation and no dam failure), thereby implying that an incorrect decision was better than a correct one, and that the more protective action dominated the less protective action. A common rationale for this response pattern was the precautionary maxim " Better safe than sorry. " Participants apparently evaluated outcomes partly on the basis of the decisions that might lead to them, in conflict with consequentialist decision models. Consistent with this explanation, the prevalence of implied dominance decreased substantially when the emphasis on decisions was reduced. These results demonstrate that initial preferences for decision alternatives can seriously bias the evaluation of consequences in risky high-stakes decisions.

Avoiding Environmental Catastrophes: Varieties of Principled Precaution
The precautionary principle is often proposed as a guide to action in environmental management or risk assessment, and has been incorporated in various legal and regulatory contexts. For many, it reflects the common sense notion of being safe rather than sorry, but it has attracted numerous critics. At times, proponents and critics talk at cross purposes, due to the multiplicity of ways the pre...

متن کاملPrecautionary Bidding in Auctions
We analyze bidding behavior in auctions when risk-averse buyers bid for a good whose value is risky. We show that when the risk in the valuations increases, DARA bidders will reduce their bids by more than the appropriate increase in the risk premium. Ceteris paribus, buyers will be better off bidding for a more risky object in first price, second price, and English auctions with affiliated com...

HIV is most prevalent among men who have sex with men (MSM), and although most MSM use condoms consistently during casual sex, some take risks. To better understand the psychology of those risky decisions, we examined neural correlates of playing a virtual sexual 'hook up' game in an functional magnetic resonance imaging scanner in MSM who had, in the past 90 days, been sexually risky (N = 76) ...
